If you have tingling or numbness in your ring and pinky finger, is this carpal tunnel?

No---generally not. Carpal tunnel results in numbess and tingling in the thumb, index, long, and the radial part of the ring finger. The ulnar nerve, on the inside of the elbow, is pinched when  you bend your elbow. And so, if bending the elbow results a the feeling like your "funny bone" is being irritated, this is from the ulnar nerve--so called "cubital tunnel syndrome"
